South Carolina Update: HB 5210 Is Not the Interstate Massage Compact (IMpact)

South Carolina has not yet enacted the Interstate Massage Compact (IMpact). During the current legislative session, HB 5210 have been introduced — but it is not the original IMpact language.

Instead, this bill propose an alternative compact framework that differs from the Interstate Massage Compact developed through the official Council of State Governments (CSG) process and already enacted by five states using identical, uniform language.

This distinction matters.

Compacts only function when states adopt the same model language. Uniformity is what creates true multistate license portability and allows a commission to stand up and operate effectively.

Why HB 5210 is a Problem

If HB 5210 moves forward as introduced, South Carolina would NOT be joining the existing Interstate Massage Compact.

Instead, the state would be adopting a separate and incompatible framework — creating a second version that does not align with the states that have already enacted IMpact.

This would:

• Leave South Carolina isolated from existing IMpact states
• Prevent true multistate license portability
• Create confusion for licensees, regulators, and legislators
• Undermine the purpose of a national, uniform compact
• Delay South Carolina’s ability to participate in a functioning interstate system

In short, HB 5210 does not connect South Carolina to the established Interstate Massage Compact. It place the state on a separate path.
