New York and the Interstate Massage Compact

New York is actively considering participation in the Interstate Massage Compact, a multistate licensure framework developed through a national, regulator-led process facilitated by the Council of State Governments (CSG). The compact was designed to support license mobility while maintaining strong public protection, consistent standards, and state regulatory authority.

Legislation to adopt the compact, SB 3931, was introduced during the prior legislative session and has carried over for continued consideration. The bill reflects the original Interstate Massage Compact language already enacted by five states using the same uniform statutory framework.

If enacted, SB 3931 would allow New York to:

  • Participate in a coordinated, national licensure framework
  • Support workforce mobility without lowering licensure standards
