Michigan now has massage compact legislation introduced as HB 5948. However, HB 5948 does not reflect the original Interstate Massage Compact, known as IMpact, model language already enacted in multiple states.
This distinction matters. Interstate compacts depend on uniform statutory language. For Michigan to join the established national compact framework and allow qualified massage therapists to obtain true multistate license mobility, Michigan must adopt the same IMpact model language used by participating states.
The IMpact was developed through a multi-year, regulator-led process focused on public protection, uniform licensure standards, and safe workforce mobility. It establishes consistent eligibility requirements, background checks, and shared disciplinary reporting so states can work together to protect consumers while allowing qualified licensed massage therapists to practice across state lines.
As currently drafted, HB 5948 proposes alternative compact language. Passing different language could prevent Michigan from connecting to the states already moving forward under IMpact and may create confusion for regulators, employers, licensees, and the public.
