The Interstate Massage Compact (IMpact™) continues to gain momentum, with five states now enacted — Nevada, Ohio, Arkansas, Virginia, and Montana.
With just two more states needed, the Compact is nearing activation.
Once the seventh state enacts the model legislation, the Compact Commission will be formed and begin developing the rules and processes for a multistate license for massage therapists.
This will allow qualified licensees to practice across participating states without repeating costly and time-consuming licensure processes—while maintaining strong public protection and regulatory oversight.
At this stage, uniformity is critical. The IMpact is designed as a unified system, and states must enact the same model language to participate fully. Changes or alternative versions may delay progress or prevent states from connecting to the Compact.
The Federation of State Massage Therapy Boards (FSMTB) has reaffirmed its commitment to the established model legislation and cautions against reopening the language at this stage.
