The Interstate Massage Compact

Simplifying Licensure & Supporting Therapist Mobility

The Interstate Massage Compact (IMpact™) makes it easier for licensed massage therapists to practice across state lines. A multistate license reduces administrative hurdles, supports career flexibility, and increases access to massage therapy nationwide.

About

What is the M?

The Interstate Massage Compact (IMpact) is a cooperative agreement among states that allows licensed massage therapists to practice across all compact member states with one multistate license. Originating from a Department of Defense (DoD) grant administered through the Council of State Governments (CSG), the IMpact was developed through collaboration with the Federation of State Massage Therapy Boards (FSMTB®) — whose members are the state boards and agencies that regulate massage therapy — along with representatives from the massage education and therapeutic community, professional associations, industry employers, regulatory attorneys, and legislators.

The IMpact promotes public protection, professional opportunity, and workforce mobility.

Expanding Access Through Collaboration
The IMpact connects regulators, legislators, and professionals in a shared effort to make massage therapy more accessible and portable across the United States.
Empowering the Profession
By simplifying mobility and maintaining consistent standards, the IMpact enhances career opportunities and supports a thriving, well-regulated massage therapy profession.
Strengthening Public Protection
A unified system ensures accountability, transparency, and consistent regulation — so clients and communities benefit from safe, qualified practitioners wherever they receive care.

The Shared Mission

Getting Involved with the Interstate Massage Compact

The IMpact brings together regulators, legislators, and professionals to improve access, consistency, and public protection through shared standards. By fostering collaboration across states, the IMpact strengthens both the profession and the communities it serves.

The IMpact is already being adopted by state legislatures. States must adopt the model language without substantive changes to ensure full participation and consistency across all member states.

Get involved today and help advance the future of massage therapy, public protection, and access to care nationwide through professional mobility, integrity, and partnership.
